There is an Excel file with an external stiffness matrix. Is it possible to add it to a project to process in ASE? Something similar to addition of HASE stiffness matrix with STEX record.

You can use FLEX or ADDM command in sofimsha to define general stiffness matrix and with some programing script it should be possible to translate matrix from f/e csv file to sofimsha input
