I am modeling a PT slab and in the ULS design I want only the secondary effects of post-tension force to be considered. How do I accomplish that?

it is not possible to separate primary and secondary effect of prestressing.for QUAD elements. The forces always contain both effects.
The only solution is to calculate a statically determined system of the prestressed groups of quads. Then you can use maxima to subtract the internal forces with the primary effects from the loadcase with both effects.
