Reading a CBD database in cpp

My understanding is that reading a cdb does not require a license.

What it is needed are: sof_cdb_w_dll.lib / sof_cdb_w-20XX.dll plus their dependencies.

My question is: would it be possible to use these libraries in an open-source project on GitHub, which is ruled by a BSD-Clause 3 license?
By use, I mean upload on GitHub as part of the library.

I could not find those libraries for instance in SOFiSTiK repositories · GitHub
